Shanghai Industrial Holdings is the public arm of Shanghai Industrial Investment, the investment division of the Shanghai municipal government and its "window company" in Hong Kong. The company has been in the process of selling noncore assets in order to focus on property holdings; divestitures include dairy facilities, infrastructure developments, and pharmaceutical operations. It owns a minority stake in the Shanghai Four Seasons Hotel, which is controlled by Hong Kong investment group Chow Tai Fook Enterprises; the two parties are working together to operate the hotel and develop nearby properties. Shanghai municipal government controls 57% of Shanghai Industrial Holdings, which was founded in 1996.
